New eFiling of Plats Mandated by HB 1004
Do you file plats? If so, changes are coming to the filing process in the State of Georgia. Effective January 1, 2017, all plats filed in Georgia must be filed electronically. Plats will no longer be accepted for filing in paper format. The move to require the eFiling of plats was mandated with the passage of HB 1004 (15 - 6 - 67) during the 2016 Georgia General Assembly legislative session. In order to eFile plat documents in Georgia, please register online. Real Estate Records are now searchable online beginning with 1980 to the present.
E-recording Information in Real Estate. Effingham County Clerk of Superior Court now offers eRecording services. eRecording enables customers to file and record documents with the Clerk of Court's office via the Internet. Customers no longer need to submit records by express mail, courier or in-person. With eRecording, customers simply scan the original documents, converting it to an electronic image, add indexing information, and electronically submit it to the Clerk's office within minutes. A new opportunity is available for real estate. Real Estate images are now available on the Clerks' Authority Website for deed books 185 to 305 by book and page number only. These books are not indexed. Beginning with deed book 306 to the present all deeds are indexed and images available for copying also through the GSCCCA.
Mandated Civil E-Filing in Effingham County begins September 1, 2018. The Effingham County Superior and State Court Clerks' office has joined the number of Clerks around the State of Georgia beginning mandated civil e-filing. Notice of Scam
Beware of a scam that is occurring across the nation. You may receive a telephone call or text message notifying you that you have missed jury duty and that you should immediately call the telephone number provided.
Neither staff of this office nor the Effingham County Sheriff's Office staff send text or email messages to jurors of this nature. We contact jurors via telephone but, when we do, our staff will identify themselves. Our automatic telephonic messaging system provides notices to jurors concerning status of cases. If you are asked to call the office, the telephone number provided will be 912-754-2118.

The Clerk of Courts supports the County Mission Statement by committing to the highest caliber of ethical and professional standards in recording and the safe keeping of all county real estate and court records.
The Role of the Clerk
The Clerk of Superior Court is a Constitutional Officer, meaning the position was created by act of the Legislature in the state constitution, and has been a county constitutional officer since the framers of the Georgia Constitution in 1798 provided for election of the Clerk of Superior Court in each of Georgia's counties.
The official court records are maintained by the Clerk of Court for Superior, State, and Juvenile Courts. They are available only from the office Monday through Friday from 8 a.m. to 5 p.m. Information on this website is provided as a public service and may, or may not, be accurate. Recent updates including court calendars may not be included.
The Clerk is the person responsible for protecting the integrity of public records and public funds. The Clerk receives, manages, and possesses all court documents, collects and disburses all court fees, fines and costs, and provides the public with access to court records. As keeper of public records, the Clerk records deeds, mortgages, charters and notaries public. In effect, the Clerk runs the "business arm" of the local court system.
As an elected public official in each of Georgia's 159 counties, the Clerk of Superior Court is an important check and balance within the county government and judicial system. Citizens' case files, court records, property deeds, and mortgages are handled and protected by the Clerk, an impartial officer elected directly by and answerable to the people of the county, and is not an employee or appointee of any county commission or judiciary.
Please note that the Clerk's staff cannot interpret the law or decisions of this Court, provide legal advice, recommend an attorney, or bring to the Courts' attention your concerns about a particular case pending before the court.

Limitations on the Clerks' Office
The clerk and deputy clerks desire to help all parties that ask for assistance and will attempt to do so. The clerk and deputy clerks are strictly forbidden to practice law by statute and are restricted in what they can give advice about or assistance in preparing. The clerks have been allowed by the legislature to assist more freely in matters filed in magistrate court and in family violence matters, but any assistance given by this office should not be considered legal advice. Sound legal advice must only come from a licensed practicing attorney and the clerk's office encourages all parties to seek competent legal advice. We ask that you be understanding with our staff as we attempt to assist you, knowing the limitations we face in assisting each individual party to a case.
